
Joseph Bulger III
Managing Member & Co-Founder
Managing Member & Co-Founder. Prior to creating Boarhog in 2012, Joseph was a Senior Manager with Lockheed Martin Mission Systems for five years, representing their interests in Information Warfare programs for the U.S. Navy’s Space and Naval Warfare (SPAWAR) systems command. For the five years ending in April 2007, Joseph was with Darlington/EDO/ITT principally as the prime contractor Program Manager for SPAWAR’s $100M Fleet Systems Engineering Team (FSET).
He retired from active duty in 2002 from the SPAWAR Office of the Chief Engineer, where he served as the Horizontal Integration IT-21 Block Manager. His active duty acquisition community tours include Program Executive Office for Theater Air Defense in Washington, D.C., and Battle Force Engineering Department Head and Assistant Chief Engineer for Test & Evaluation with the Naval Surface Warfare Center, Port Hueneme Division.
Joseph is a 2015 graduate of the Defense Acquisition University’s 10-week Advanced Program Management. He earned his Master of Science in Procurement Management from The American University in Washington, DC, and is a graduate of the U.S. Naval War College Command and Staff course. Joseph is on the Board of Directors of the National Defense Industrial Association and the International Test & Evaluation Association San Diego Chapters.

Dan Phelan
Co-Founder
Dan Phelan was the Program Manager for Lockheed Martin’s Technology Collaboration Center – West (TCC-West) located in San Diego, CA prior to co-founding Boarhog LLC. TCC-West was a developmental engineering laboratory focused on the unstructured testing and transition of Small Business innovations into Navy Programs of Record that are fielding Networks, Communications, Sensors and Combat System. Prior to taking over the management of TCC-West, Dan was the Lockheed Martin San Diego Program Manager for NAVSEA’s $1.2 billion dollar Common Display System Contract, directing the development, test, production and delivery of systems ordered by the Navy’s PEO-C4I Acquisition Command.
Dan is a graduate of the U.S. Navy’s Nuclear Power Training Program and holds an MBA, with focus on Operations Management, from Gonzaga University in Spokane, Washington. He served aboard the USS HOUSTON (SSN-713) and qualified as a Navy Diver. Dan currently serves as President of the San Diego Chapter of the International Test and Evaluation Association (ITEA)
